PR Checks

検査結果は GitHub Checks API に summary と annotations として表示されます。

• advisory: finding があっても check は success
• fail_on_threshold: 設定した severity 以上の finding で failure
• 重複抑制された LLM finding は annotation に出さず、summary の suppressed count に集約
